Environmental and Social impact assessment
1. Background and Objectives:
To ensure that environmental and social safeguards and mitigation measures are implemented for the Program by MCA-Mongolia, MCC Funding will be used to engage an Environmental and Social Oversight Consultant (ESOC) to enhance the capacity of MCA-Mongolia. The environmental and social assessment (ESA) team of MCA-Mongolia is responsible for overall management and oversight of the environmental and social aspects of all projects, while the external experts of a Environmental and Social Oversight Consultant shall;
(i) undertake and complete any environmental impact assessments, environmental assessments, environmental management plans, environmental and social audits and resettlement action plans required under the laws of Mongolia, the MCC Environmental Guidelines, Program Implementation Agreement, the Compact or any Supplemental Agreement or as otherwise required by MCC, each in form and substance satisfactory to MCC;
(ii) implement to MCC's satisfaction any environmental and social mitigation measures identified in such assessments or plans.
EuroConsult Mott Macdonald, the Netherlands with sub-consultants being “Energy & Environment” Ltd. of Mongolia and “Green Focus Facilitator” NGO of Mongolia has been procured as the Consultant since 2 June 2009.
