Mr. J. Sukhbaatar the TVET Project Director at MCA-Mongolia
He manages the day-to-day implementation of the TVET Project. His responsibilities include, establishment and operation of PIU, established in collaboration with the Ministry of Education, Culture and Science, and Ministry of Social Welfare and labor, developing and maintaining good and effective relations, serving as a liaison between the TVET PIU, MCA-M, relevant Government Entities, the National Advisory Board of Technical and Vocational Education (NATEVT) and other relevant stakeholders, coordination of the implementation of TVET Project with GoM, including with respect to its Master plan to develop Education of Mongolia, 2006-2015, relevant international Agreements, NATEVT and other stakeholders, overseeing the drafting of tender documents for the selection of contractors, goods and services by MCA- Mongolia for the Project. He assists the Procurement agent and the Fiscal agent as needed to ensure appropriate technical aspects of bidding processes recommendations for the final receipt of goods, works and services and provides public information and presentations on the Project to government officials, the donor community and general public and other stakeholders.
Mr. Sukhbaatar has 17 years in education sector after his service in the Government Ministry. He has worked with several higher education institutes and colleges in various senior decision making roles. He was one of the key National Consultants in the Education Sector Development Program of Mongolia financed by ADB. Being a National Consultant to this Program he took part in the development of Mongolia’s Education Master Plan for 2006-2015. Mr. Sukhbaatar holds PhD in Higher Education and Comparative International Education from the Pennsylvania State University, US and - his undergraduate degree from the Institute of National Economy (current Russian Academy of Economics) in Moscow, Russia. Mr. Sukhbaatar is an author of 6 books, 30 articles, he has made more than 40 presentations on Use of information and communication technologies in education in Mongolia, Financial aid and degree completion of Mongolian undergraduates, New public management practice for higher education in Mongolia, Changing information requirements for the management of Mongolian institutions of higher education and etc at the international conferences. He speaks Russian and English.
