Mongolian President Nambaryn Enkhbayar and US President George W. Bush signed a five years, nearly $285 million Compact for Mongolia designed to reduce poverty through economic growth on 22 October 2007. The Compact Program is a US Government grant. It will support the Program, which is intended to release the potential of certain critical interlocking human, institutional, and physical resources that factor centrally in Mongolia’s efforts to broaden and deepen economic development. The Program is expected to have a significant direct impact on individuals living in poverty, and significant indirect and ancillary benefits by creating new economic opportunities and increasing the capacity of individuals and groups to participate fully in and benefit from economic growth.

Introduction:
The prevention and control of non-communicable diseases and injuries (NCDI) health project of Millennium Challenge Account-Mongolia (MCA-M) is aimed at increasing the longevity of Mongolians by reducing disability and death due to non-communicable diseases such as hypertension, myocardial infarction, stroke, type 2 diabetes, cervical and breast cancer and road traffic injuries, which are the leading causes of mortality and morbidity in Mongolia. The NCDI project carries out activities aimed at early detection and prevention, introduction of international best practices in diagnosing and treatment, improving the accessibility and quality of health services and upgrading of emergency services for road traffic injuries. Another major component is communication about risk factors to support public education and behaviour change.
The Millennium Challenge Corporation (“MCC”) of the USA and the Government of Mongolia (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the “Compact”).
Technical and Vocational Education and Training (TVET) Project of Millennium Challenge Account Mongolia (MCA-M) responsible for implementing the Millennium Challenge Compact is announcing the Competitive Grants Program (CGP).

Preamble:
The International Conference is the first step of an international initiative being developed by Millennium Challenge Account-Mongolia (MCA-M), EPOS Health Management and WHO/Mongolia to meet the challenge of Non Communicable Diseases and Injuries (NCDI) in Mongolia. This will be in partnership between Government of Mongolia, Ministry of Health, MCA-M and international organizations. The initiative forms part of the framework of the WHO Global Strategy for the Prevention and Control of Non-Communicable Diseases which was endorsed by the Sixty First World Assembly of WHO in April 2008.
